Henry Cisneros, Chairman, is the former Secretary of the U.S. Department of Housing and Urban Development and a four-term Mayor of San Antonio. Henry now dedicates his efforts to creating ownership opportunities for working families through the investment of funds provided by two of the world's largest institutional investors.

Joel Shine, is a third generation homebuilder with more than 20 years in the building business. Joel's experience as the President of American Beauty Homes and his hands-on knowledge of the building process, from land acquisition and entitlement through construction, adds an important dimension to CityView's scope of services, and its ability to rapidly underwrite transactions.

Sean Burton, President and Chief Operating Office, is responsible for financial analysis, underwriting, negotiation and management of the company’s projects.   Mr. Burton has directly underwritten and closed projects totaling over 2000 units throughout California, Washington, Arizona and Texas. Mr. Burton was a Vice President, Corporate Business Development and Strategy for Warner Bros. Before Warner Bros., he was an attorney at O'Melveny & Myers, LLP in the real estate and corporate groups. He also served in the White House and with the Democratic National Committee during the Clinton Administration. Sean received a J.D. degree (with honors) from New York University in 1997. He is a Commissioner on the West Los Angeles Area Planning Commission and currently serves as an Officer in the United States Navy Reserve.

Victor Miramontes, Managing Director, has nearly a quarter-century of experience in investment banking and real estate finance. As Chief Executive Officer of The North American Development Bank, he gained an international reputation as a consensus builder and developed an intimate knowledge of how to finance housing and its related infrastructure.

Charles J. Dragicevich, Senior Vice President of Land Acquisition, joins CityView with thirty years of experience in operations and real estate development. Before joining CityView, Mr. Dragicevich was with Lennar Homes, one of the nation's largest publicly held homebuilders, Greystone Homes Inc, which was acquired by Lennar, and Griffin Homes. He has developed and built over 6,000 homes, representing nearly $1.5 billion in sales.

Con Howe, Managing Director of The CityView Los Angeles Fund, has over 30 years of experience in planning and entitlements, having led the planning departments of the nation's two largest cities. He served as Director of Planning for the City of Los Angeles for 13 years, where he championed new zoning to encourage mixed-use and infill housing and adaptive reuse of older structures into housing. Previously he was Executive Director of the New York City Planning Department and, most recently, Director of the Urban Land Institute's (ULI) Center for the West.
